1909-24 a group of 6 used postal cards and postcards, except one sent from Suifengho, all sent from Harbin to Europe, f.w. CIP or Junk issues, tied by Harbin cds. Including one card sent one month after the Sino Russian Postal Conference in Feb 1909 by which Harbin office upgraded its status to regional office. Early usage of Harbin bisected bilingual dater.
