f.w. ICP 2c x 2, tied by oval Kiaochow PO cds. Rare usage of ICP issue in Tsingtau CIP. Franz Oster was a German engineer and pilot who was the first one introducing airplane to Tsingtau. ICP usage is uncommon in Tsingtau CIP.
