1899 red band cover from Shanghai to Liukungtau, f.w. Japanese issue 1 sen x 2, tied by Minchu cancel, along with oval company seal. This letter was carried by Minchu "Weihai". Although Minchu were legal within China, they were not allowed in foreign concession. In the British controlled Weihaiwei, mails were delivered by couriers. Therefore, "Weihai" affixed two Japanese stamps for postage as Weihaiwai was occupied by Japan in Sino-Japanese War before the British occupation.
