The correct inland double registered rate was 35 fen for the period Aug 1 to Dec 4, 1949; this cover bears 32 fen in postage, thus underpaid by 3 fen. The stamps used bear the “Sungkai” local overprint, yet were postally used at Hehkenchang, representing a cross–post office usage of overprinted issues from a different locality. Under regulations, such local overprints were intended for use only within the issuing post office or its designated postal district.
