Addressed to Lieutenant General Tashiro Kanichiro, then Commander of the Japanese China Garrison Forces in Tientsin (formerly Chief of Intelligence of the Shanghai Expeditionary Army during the Incident). Bearing a Shanghai postmark and signed by twenty-five participants of the Incident, including future Army General Kita Seiichi, who at the time served as Staff Officer and Chief of Intelligence of the Shanghai Expeditionary Army.
