117.5mm inner frame distance, uprated by CIP 1c, tied by Hupei Tsaoyang lunar year cds., along with Hupei Kuangshui, Hankow and Shanghai transit cds. Blue T postage due mark alongside. The international rate was shortage 2c, then it would be surcharged double as postage due 4c. VF-F.
