Originally sent to the Ministry of Justice and Administrative Affairs in Chungking, arriving there on July 1, 1946, and subsequently reforwarded to Nanking after the central government’s relocation following the victory in the Sino-Japanese War, reaching the addressee on July 26 of the same year.
